3-1-1 lines are now open and waiting to take your calls

Although almost every municipal, state and federal agency will be closed tomorrow for New Year's Day, the City of Philadelphia debuts its much-anticipated New Year's Baby today: Dial 3-1-1 access to all city services.

The 3-1-1 system will operate 24/7 every day of the year to give residents and visitors a free, easy-to-remember connection to city agencies and information.

Municipal Arraignment Court, at the Criminal Justice Center, 1301 Filbert St., will be open New Year's Day, and emergency housing problems can be reported to the city switchboard: 215-686-1776.

Closed tomorrow will be all city district health centers, Department of Licenses and Inspections offices, the Marriage License Bureau, all city recreation facilities, all library branches, the North and Northeast Municipal Service Centers and the Philadelphia Parking Authority.

The Philadelphia Zoo will be closed today and tomorrow.

The Museum of Art will be open tomorrow (10 a.m. to 5 p.m.), as will Independence Hall and the Liberty Bell Center (11 a.m. to 4 p.m.).

Adventure Aquarium in Camden is open New Year's Day from 9:30 a.m. to 5 p.m.

The Please Touch Museum in Fairmount Park's Memorial Hall will be open today until 3 p.m., and will celebrate the New Year twice with Mummers concerts and ball drops at noon and at 1 p.m.

Please Touch is closed tomorrow, as are the Academy of Natural Sciences, the Franklin Institute, the Pennsylvania Academy of the Fine Arts, the African American Museum, the Mummers Museum, the Independence Seaport Museum and the National Museum of American Jewish History.

SEPTA's subways, and its city and suburban bus and trolley routes, will operate on normal weekday schedules today.

Regional Rail lines will operate special after-midnight hours service on most routes for riders celebrating the arrival of the New Year at the midnight fireworks display.

On New Year's Day, SEPTA subways, buses and trolleys will operate on a Sunday/holiday schedule, with extra service on the Broad Street and Market-Frankford Lines for riders traveling to the Mummers Parade.

Broad Street and Market-Frankford Line trains will run every 8 to 10 minutes between 8 a.m. and 6 p.m. Regional Rail service will operate on a Sunday schedule, with additional cars for Mummers Parade fans.
