For gardeners, free compost

The city Water Department has EarthMate Compost, a mulch and soil amendment, available for pickup at three sites:

Southwest Philadelphia: Biosolids Recycling Center, 7800 Penrose Ferry Road; Northwest Philadelphia: Queen Lane Water Treatment Plant, Fox Street near the Roosevelt Extension; and Northeast Philadelphia: Baxter Water Plant, 8800 block of State Road.

CEP students win history contest

Three middle-school students at the CEP Partnership School recently won first place in the junior-performance category of the National History Day competition held at the National Constitution Center last month.

They are eighth-grader Tone Elliot and seventh-graders George Hechavarria and Drisco Payton.

The boys won for a dramatic presentation about the Civil War that incorporated their own original poetry. They will compete at the state level in May.

Troopers made more DUI arrests

Pennsylvania state troopers made a record number of arrests last year of motorists driving under the influence, up 3 percent over the number of DUI arrests in 2006.

Last year, troopers made 15,583 DUI arrests.

In 2006, troopers made 15,067 DUI arrests, which was a record number at the time.

Coast Guard: 2 missing, 1 saved

The Coast Guard has suspended its search for two boaters who reportedly vanished after the boat they were aboard capsized near the Commodore Barry Bridge on Monday.

The Coast Guard received a call at 6:40 p.m. from Delaware County 9-1-1 Monday, reporting that a small boat with two people aboard had capsized and sunk near the bridge.

The two boaters tried to swim to the New Jersey side of the Delaware River but disappeared under the water.

Yesterday, in a separate incident, a Coast Guard helicopter plucked an ailing fisherman from a boat about 33 miles southeast of Cape May.

The fisherman, Matthew Villinger, 30, of Manahawkin, had severe flu-like symptoms.

He was taken to the Cape May Coast Guard station and was awaiting EMS care.

The Coast Guard had received the distress call at 12:55 p.m. from a member aboard the 62-foot fishing boat F. Nelson Blount. *
